Correct me if I'm wrong, regardless it's 999999 or 999998, shoes with those taggings don't necessarily mean they are PEs. a lot of 999999 shoes are above sz 13 or even bigger, which means that they are not in normal sz range and so the factory has to make adjustment when making 'em.
I've seen 999999 or 8 shoes with personal logo stitched, which makes them player exclusive, and shoes that are just TB colorway but huge in sz.
I'm pretty sure PEs around 2000ish would have either pe logo/# stitching/special cw to make them PEs, or otherwise they may be just TB shoes at most.

UPDATE: finally solved the problem - my pair is a PE.
the production date code next to the factory code starts with a 37 instead of the usual 00 for 2000, 01 for 2001, 02 for 2002 etc.
