Your microwave must be terrible or something. I heated my vol 40 liquid and corn starch for about 25 seconds and it was perfect. You want the consistency to be roughly like yogurt. If you heat it up too long it will be like tar haha.

Can't speak about those bulbs, I've been using the reptiglow 20" 10.0 UVB bulbs and they have shown me results. Whatever you can get to produce UV rays at a lower wattage should do the trick.

Did you saran wrap the retrobright? It obviously dries out pretty quick if you don't saran wrap it. Also I would scrub the sole with dishwashing soap (Dawn or equivalent) between applications to make sure the solution adheres best to the sole.
I'm not cocky I'm just proud of me.

Dang man those results look pretty icey to me. Take a close up of the toe box part of the sole so we can see what you're talking about.

My recommendation would be to just keep using retrobright or sea glow on that specific part and aim that area of the sole directly into the bulbs with a 3-6" gap depending on how hot your bulbs get.

Remember, the corn starch technically has nothing to do with how the solution reacts to the soles. You only add it to thicken up the mixture to make it easier and more practical to apply.

Once you've heated up the corn starch and creme combo, stir it very good until it looks like one consistent solution. Add the half spoonful of oxyclean and stir it thoroughly again. Then let it cool down completely (roughly 20 min) give it a quick stir and apply on the sole.

How far away are the soles from the bulbs? I don't know what exact bulbs you have, but here it what has worked for me:

http://www.exo-terra.com/en/products/linear_fluorescent_bulbs.php

I have 2x 10.0 UVB bulbs in 24" length and I put them in a cheap fixture I bought from Lowe's.

If you get that light setup that I have above and you still get no results, then you got problems bad ones.

Give it a little bit of time to simmer down and stop foaming. That's just the chemical reaction and it will eventually go back down, that's when you apply it.
